This initiative resourced by Glasgow Community Planning Partnership designates WSREC as the voluntary sector champion for “Challenging Racist behaviour and attitudes through advocacy, third party reporting and standards based training and awareness raising” in Glasgow. This work forms one of the six strands of the race equality plan set out by GCPP where a lead public sector agency, in this case Strathclyde Police, is partnership with a voluntary sector organisation, WSREC, to mobilise other public and voluntary sector organisation to input towards and plan of action for their particular strand.

Strathclyde Police and WSREC have produced a draft action plan based on the current and aspirational work of anti-racism in Glasgow as detailed in the Glasgow race Equality Prgramme. This action plan has built upon the work currently undertaken by the Hate Crime Policy Officer at Glasgow Community and Safety Services, the outreach and partnership work of WSREC and the oversight of Strathclyde Police. It has been developed in recognition of the current level underreporting of racist crime in Glasgow and the need for partner agencies from the public and voluntary sectors to input into reporting structures on a regular basis. This will allow for a clearer picture of the nature and demographics of racist crime in Glasgow which can then be streamed into relevant responsive structures such as the local Multi Agency Racist Incident Monitoring (MARIM) groups in order to allow resources to be utilised to maximum effect when tackling racist crime. In addition, and key to the delivery of this strand is the need to address the issue of how to support those agencies who offer a 3rd party reporting service. This includes identifying gaps in where reporting is available and how agencies should support the individual who has been a victim of racist crime and working with BME community groups/individuals to increase confidence in the reporting of racially motivated crimes. Also included in this plan is a ‘mapping exercise’ where WSREC will map what is delivered in terms of anti-racist training in Glasgow with a view to an eventual introduction of a training toolkit for the delivery of anti-racist training.

Next Stage This draft action plan is now being brought into the public arena for discussion. Until the end of March 2009 when the plan is to be submitted to Glasgow Community Planning Partnership partner organisations and interested parties are encouraged to review the action plan both in terms of what it seeks to achieve and how the work of their own organization can input into the work proposed here.
